Hong Kong Special Administrative Region Passport PR Fast Track
On October 28, 2021, the Australian government introduced legislation (amendments) to create a fast-track pathway to permanent residency for Hong Kong Special Administrative Region (HKSAR) passport holders and British Overseas Passport holders within Australia.
This legislation follows a special policy introduced in July 2020, which extended the work visas for all HKSAR passport holders in Australia to five years.

Eligibility Requirements for the Hong Kong Special Fast-Track Pathway to Permanent Residency
189 Skilled Independent Visa (Hong Kong Special Fast-Track Pathway) Requirements
- Hold a Chinese Hong Kong Special Administrative Region (HKSAR) passport or British Overseas Passport;
- Currently hold one of the following visas:
- 457 Employer Sponsored Visa;
- 482 Employer Sponsored Visa;
- 485 Graduate Work Visa.
- Have lived in Australia on one of the above visas for a total of 4 years prior to applying. You can apply for the 189 Permanent Residency Visa without the need for a skills assessment, points test, or age limitations.
- Dependent children have no age limit of 23 years.
191 Skilled Regional Provisional Visa (Hong Kong Special Fast-Track Pathway) Requirements
- Hold a Chinese Hong Kong Special Administrative Region (HKSAR) passport or British Overseas Passport;
- Currently hold one of the following visas:
- 457 Employer Sponsored Visa;
- 482 Employer Sponsored Visa;
- 485 Graduate Work Visa.
- Have lived in Australia on one of the above visas for a total of 4 years prior to applying. You can apply for the 191 Skilled Regional Visa without the need for a skills assessment, points test, or age limitations.
- Dependent children have no age limit of 23 years.
Submission Date
Applications for the two visa categories under the Hong Kong Special Fast-Track Pathway must be submitted after March 5, 2022.

First Stage Application Fee
- Primary Applicant: AU $4115.00
- Applicants aged 18 or over: AU $2055
- Applicants under 18: AU $1030
Second Stage Application Fee (Payable after notification from the Department of Home Affairs before approval)
- Primary Applicant: AU $4115
- Applicants aged 18 or over at the time of application
- Applicants who do not meet the basic English requirement (IELTS 4.5)
- Dependent Applicants over 18: No charge
- Dependent Applicants under 18: No charge
