103 Queue-Based Parent Permanent Visa Overview

The advantage of this visa type is its lower cost, and after obtaining permanent residency, the waiting period for welfare benefits is only 2 years, while the 143 Contributory Parent visa has a waiting period of 10 years. After submitting a 103 application, applicants can switch to the 143 Contributory Parent visa at any time without needing to requeue or resubmit supporting materials. Parents who submit a 103 application can also apply for a visitor visa for up to 5 years.

103 Queue-Based Parent Permanent Visa Application Requirements

  • The applicant’s child must be an Australian citizen, permanent resident, or eligible New Zealand citizen, and have been legally residing in Australia for at least two years.
  • The applicant must pass the family balance test (for example, if one of three children is an Australian citizen and the other two live in China, they would not meet this requirement).
  • The applicant must meet health and character requirements.

Family Balance Test: This test requires that at least half of the applicant’s children must reside in Australia. If the applicant has more children living in Australia than in any other country, they will meet this requirement.

To meet this standard, the main applicant must meet one of the following conditions:

  • At least half of the applicant’s children must be Australian citizens or permanent residents living in Australia, or
  • The applicant must have more children who are permanent residents in Australia than those residing in other countries. The family balance test includes children, stepchildren, and adopted children.
