Multiple Countries Ban Cross-Border IELTS Exams – Key Policy Updates You Must Know!

Recent IELTS policy changes have led to a tightening of cross-border IELTS exam regulations in multiple countries. The trend of taking the test abroad is facing increasing restrictions as cheating incidents and proxy test-taking have become more frequent. To ensure exam fairness, many countries have introduced policies limiting non-residents’ access to IELTS exams. At the same time, some universities are starting to reject IELTS scores obtained through cross-border testing. The so-called “shortcut” of taking the test abroad is being blocked! Prospective international students must stay informed about these new rules to avoid wasting time and effort.

Which Countries Have Banned Cross-Border IELTS Testing?

  • South Korea, Singapore, Indonesia: As of October 7, 2024, non-residents can no longer register for the paper-based IELTS test but can still take the computer-based version. Singapore and Indonesia even require valid proof of residence, such as a student or work visa.
  • Thailand: Since March 2024, non-Thai residents have been banned from taking the paper-based IELTS test, although the computer-based version is still available. Proof of residence is also required.
  • Malaysia: As early as January 2024, Malaysia announced that from March onwards, all paper-based IELTS exams would be completely discontinued, with only computer-based tests available.
  • Japan: According to the latest notice, starting November 1, non-Japanese nationals or those without long-term visas will be unable to register for the paper-based IELTS test. However, the computer-based test remains unrestricted. Additionally, non-resident applicants registering for the paper-based test must submit valid proof of residence in Japan at least three days before the exam, with a minimum residency period of three months.

Some Universities No Longer Accept Cross-Border IELTS Scores

Not only have test center regulations tightened, but some universities are also beginning to scrutinize IELTS scores obtained abroad. In May 2024, the University of Melbourne took the lead in announcing that, in the future, it will only recognize IELTS scores taken in a student’s home country or the country where they last studied or worked, ensuring the authenticity of language proficiency. There are even rumors that some universities in the UK may follow suit, making it significantly more difficult for students who planned to take the test abroad.

With Cross-Border IELTS Tests Restricted, Are Computer-Based IELTS or PTE Better Alternatives?

  1. Computer-Based IELTS: Although paper-based IELTS is restricted, many regions still offer computer-based tests. If paper-based exams are unavailable in your country, consider switching to computer-based IELTS. However, as this format is relatively new, test-takers are advised to familiarize themselves with its question types and format in advance.
  2. PTE (Pearson Test of English): Apart from IELTS, PTE is gaining recognition as a reliable English proficiency test. PTE is fully computerized, offers faster results, and reduces scoring biases. Countries such as Australia and New Zealand recognize PTE for study visa applications and even for immigration points. Notably, PTE’s speaking test requires interaction only with a computer, which helps reduce anxiety compared to facing a human examiner.

  1. Stay Updated on Policy Changes: Before deciding to take an IELTS test abroad, ensure you are aware of the latest regulations and restrictions for non-resident candidates in your target country.
  2. Opt for Domestic Testing or Computer-Based IELTS: If test formats in your home country remain unchanged, it may be best to take the exam locally or opt for a computer-based version to ensure score validity.
  3. Strengthen Your English Skills for Better Scores: Regardless of policy changes, improving your English proficiency is the key to success. Focus on building strong language skills to achieve high scores in IELTS or PTE.
